A story in The New York Observer covers a previously unknown, secret C.I.A. plan to infiltrate Al Qaeda with a spy, over a year before 9/11. Apparently, they believed the potential informant was gay, a trait which would have given the C.I.A. leverage in their efforts to turn him against his Al Qaeda ties.“He was tall as a mushroom, fat and gay,” said intelligence officials of Ahmad Hikmat Shakir. “The idea was to exploit him as an agent against Al Qaeda.”The story also focuses on the lack of communication and cooperation among government agencies prior to the 9/11 attacks.
