Soundbites: Rep. leader to block Obama Supreme Court nominee

(CNN) -- Senate Majority Leader Mitch McConnell made his most definitive statement yet that the Senate will not act on a potential Supreme Court nominee submitted by President Barack Obama. "Presidents have a right to nominate, just as the Senate has its constitutional right to provide or withhold consent," McConnell said Tuesday on the Senate floor. "In this case, the Senate will withhold it."
