FLAGSTAFF, Ariz. (AP) _ A possible compromise could reduce possible penalties for violations of a proposed ordinance to bar discrimination against gays and lesbians.

The Arizona Daily Sun (http://bit.ly/131FIJt ) reports that two City Council members say they could support the ordinance if penalties are lowered.

Four other council members say they support the proposed ordinance as-is or with only minor changes, while another won't discuss his vote in advance.

The proposed ordinance would create legal protections for sexual orientation and gender identity in employment and public accommodations such as restaurants and lodging.

A violator could be fined up to $2,500 under one version of the proposed ordinance.

Religious-based organizations would be exempted under the ordinance.

It is scheduled to be considered by the seven-member council Tuesday night.
